Depok, LAMSAMA — The National Accreditation Board for Higher Education (BAN-PT) conducted a monitoring and evaluation (monev) activity on the Independent Accreditation Institution for Natural Sciences and Formal Sciences (LAMSAMA) on Friday, September 22, 2023, at the LAMSAMA Office, Multidisciplinary Laboratory Building, Faculty of Mathematics and Natural Sciences, University of Indonesia, Depok.

This activity is a continuation of the submission of LAMSAMA’s 2022 Report to BAN-PT, in accordance with the mandate of the BAN-PT Accreditation Council to monitor, evaluate, and supervise the performance of each LAM based on the Minister of Education and Culture Regulation No. 5 of 2020.

Summary of LAMSAMA 2022 Report
The annual report highlights several key achievements:

• Structure and Legality: Organizational structure established through the Minister of Law and Human Rights Decree No. AHU-0001916.AH.01.08 of 2021, Deed of Establishment dated December 23, 2021, and LAMSAMA Decree No. 003/SK/LAMSAMA/I/2022.
• Human Resources (HR): Comprising the Accreditation/Supervisory Council, Executive Board, secretariat staff, finance staff, IT staff, and professional support from legal consultants and public accountants.
• Facilities and Infrastructure: Offices, work equipment, institutional information system (SALAM), integrated accounting and finance system, and accreditation instruments for all higher education levels have been developed.
• Finance: Financial reports audited by an independent Public Accounting Firm, receiving an Unqualified Opinion (WTP).
• Institutional Collaboration: Actively collaborating with BAN-PT, Directorate General of Higher Education, other LAMs, and exploring international cooperation.
• Code of Ethics and Quality Management System: Ethics codes for assessors and study programs implemented, with the Quality Management System (QMS) supporting consistency and continuous improvement.
• Accreditation Process: Conducted systematically across five levels of higher education, with assessor ratios of 1:5–1:6, all holding doctoral qualifications, and an average completion time of 80 days.
• Achievements: Approximately 136 accreditation submissions in the first year, over 100 completed by certificate issuance. User satisfaction index averaged 3.6 out of 4.

The visit was conducted directly by the BAN-PT Accreditation Council team, consisting of Iman Herwidiana Kartowisastro, Ph.D., and Dr. dr. Muhammad Isman Jusuf, Sp.S. During the discussion, BAN-PT examined various aspects of organizational governance, decision-making mechanisms, HR management, and the consistency of policy implementation supporting the accreditation process for study programs.

From LAMSAMA, the monev activity was attended by the leadership team, namely Prof. Dr. rer. nat. Abdul Haris as Chair of the Accreditation Council, Prof. Dr.-Ing. Drs. Ir. Mitra Djamal, IPU., ASEAN Eng. as Executive Board Director, and the LAMSAMA Deputy Directors: Prof. Dr. Iwan Sugihartono, M.Si., Dr. Dra. Melania Suweni Muntini, M.T., Muhammad Abdulkadir Martoprawiro, M.S., Ph.D., Prof. Drs. Roto, M.Eng., Ph.D., Prof. Dr. Muktiningsih, M.Si., and Prof. Dr. Intan Detiana Muchtadi, S.Si., M.Si.

BAN-PT noted that LAMSAMA already has a complete organizational structure with formal documents outlining the duties and functions of each body. However, BAN-PT also provided several recommendations, particularly regarding the need to strengthen internal regulations in the Articles of Association and Bylaws (AD/ART), including clarifying decision-making mechanisms at the council level and governance arrangements between the council and supervisory board.

Additionally, BAN-PT assessed that LAMSAMA has implemented HR recruitment and management procedures, although more comprehensive evidence is needed to demonstrate consistent implementation over the past two years. The evaluation team also commended LAMSAMA’s compliance with regulations set by the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) and BAN-PT, as well as the completeness of supporting documents for accreditation implementation, such as assessor guidelines, ethics codes, accreditation procedures, and Study Program Accreditation (APS) instruments.

LAMSAMA Executive Board Director, Prof. Mitra Djamal, stated that this monev activity provides an important space for reflection to strengthen institutional governance.

“We view this monev not merely as a regulatory obligation, but as an important momentum to ensure that LAMSAMA is on the right track in guaranteeing the quality of accreditation in the fields of natural sciences and formal sciences. We are committed to following up on all recommendations provided to continuously improve the quality of accreditation services,” he said.

Similarly, Prof. Intan Detiana Muchtadi, Deputy Director for Quality Assurance and Cooperation, emphasized that BAN-PT’s evaluation provides valuable insights to strengthen the internal quality assurance system.

“BAN-PT’s feedback helps us identify areas that need reinforcement, especially in ensuring that every organ within LAMSAMA operates according to the principles of transparency, integrity, and accountability. We hope for more intensive coordination with BAN-PT, particularly regarding the implementation of new policies such as Ministerial Regulation 53/2023,” she explained.

At the end of the session, LAMSAMA also expressed several expectations to BAN-PT, including the need for routine coordination, special meetings to discuss the implementation of the latest accreditation policies, and clarity regarding the conversion of international accreditation results and automatic renewal mechanisms under the new regulations. LAMSAMA also looks forward to BAN-PT’s guidance on developing an accreditation system integrated with international standards to strengthen LAM’s role within the national higher education ecosystem.
