Depok, LAMSAMA<\/strong> \u2014 <\/strong>The Independent Accreditation Institute for Natural and Formal Sciences (LAMSAMA) received the 2023 Monitoring and Evaluation (Monev) visit from the Accreditation Council (MA) of the National Accreditation Agency for Higher Education (BAN-PT) on Tuesday, August 27, 2024.<\/p>\n\n\n\n

LAMSAMA Monitoring and Evaluation Process by BAN-PT<\/em><\/p>\n\n\n\n

This visitation was conducted as part of the series of assessments on the performance of independent accreditation institutions (LAM), following LAMSAMA\u2019s submission of its 2023 Annual Report in accordance with BAN-PT regulations.<\/p>\n\n\n\n

Summary of LAMSAMA 2023 Report<\/strong>
The annual report highlights several key achievements:<\/p>\n\n\n\n

    \n
  • Organizational Structure:<\/strong> Continues to refer to the legal basis for the institution\u2019s establishment, namely the Minister of Law and Human Rights Decree No. AHU-0001916.AH.01.08 of 2021, LAMSAMA\u2019s Deed of Establishment dated December 23, 2021, and LAMSAMA Decree No. 003\/SK\/LAMSAMA\/I\/2022 concerning the composition of the Executive Board and Technical Team. This foundation ensures consistency and continuity in institutional governance.<\/li>\n\n\n\n
  • Human Resources:<\/strong> Includes the Accreditation\/Supervisory Council, Executive Board, secretariat and accreditation staff, finance staff, IT and systems staff, as well as professional support from legal consultants and public accountants.<\/li>\n\n\n\n
  • Facilities and Infrastructure:<\/strong> Continuously developed, covering offices, work equipment, IT infrastructure, online meeting facilities, accreditation instruments for all higher education levels, official website, SALAM system, and integrated accounting and finance system.<\/li>\n\n\n\n
  • Finance:<\/strong> Financial reports audited by an independent Public Accounting Firm, receiving an Unqualified Opinion (WTP).<\/li>\n\n\n\n
  • Institutional Collaboration:<\/strong> Conducted with BAN-PT, Directorate General of Higher Education, other independent accreditation institutions, and actively exploring international cooperation, including with INQAAHE and ENQA.<\/li>\n\n\n\n
  • Code of Ethics:<\/strong> Ethics codes for assessors and for UPPS\/study programs have been implemented to ensure integrity, impartiality, and prevention of conflicts of interest.<\/li>\n\n\n\n
  • Quality Management System (QMS):<\/strong> Includes quality policies, business process controls, and mechanisms for continuous evaluation and improvement.<\/li>\n\n\n\n
  • Accreditation Instruments:<\/strong> Complete for five higher education levels (Diploma, Bachelor, Applied Bachelor, Master, Doctorate), including special instruments for new study programs in legally recognized universities. All instruments are actively implemented.<\/li>\n\n\n\n
  • Instrument Framework:<\/strong> Includes academic manuscripts, criteria and procedures, self-evaluation guidelines, performance report guidelines, assessment tools, evaluation matrices, and other supporting documents.<\/li>\n\n\n\n
  • Assessor Ratio:<\/strong> 1:5\u20131:6, with all assessors holding doctoral qualifications, including full professors and associate professors, demonstrating strong academic capacity.<\/li>\n\n\n\n
  • Accreditation Process:<\/strong> Structured and well-documented, covering registration, accreditation submission, document fulfillment, appointment of assessors and validators, adequacy assessment, field assessment, result validation, and plenary decisions. Mechanisms for international accreditation conversion are also available.<\/li>\n\n\n\n
  • 2023 Performance Achievements:<\/strong> 172 Accreditation Decrees for study program rankings were issued, covering both regular processes and international conversion.<\/li>\n\n\n\n
  • Formal Appeals:<\/strong> None, indicating a high level of acceptance and trust in the accreditation process and outcomes.<\/li>\n\n\n\n
  • Accreditation Duration:<\/strong> Average of 100 days, calculated from finalization of documents to plenary decision, demonstrating a well-managed and consistent process.<\/li>\n\n\n\n
  • User Satisfaction Index:<\/strong> Average of 4.67 out of 5 (equivalent to 90.6%), exceeding the minimum quality target of 85%.<\/li>\n<\/ul>\n\n\n\n

    The visit, which took place at the LAMSAMA Office, was conducted by the BAN-PT team consisting of Arief T. Suryowidjojo, S.H., LL.M., and Dr. dr. Muhammad Isman Jusuf, Sp.S., as members of the Accreditation Council, along with BAN-PT staff, Novania Sari.<\/p>\n\n\n\n

    The activity was opened by Prof. Muktiningsih as the moderator and attended by members of the Accreditation Council, the Executive Board, and the LAMSAMA Secretariat Team.<\/p>\n\n\n\n

    During the visitation, BAN-PT verified and checked documents related to governance, human resources, and LAMSAMA\u2019s facilities and infrastructure, as regulated in BAN-PT Regulation No. 28 of 2022 on Guidelines for Monitoring and Evaluating LAM Performance. The BAN-PT team also requested clarifications and input regarding the implementation of the Ministry of Education, Culture, Research, and Technology Regulation No. 53 of 2023 as part of ongoing regulatory evaluation.<\/p>\n\n\n\n

    In addition to reviewing documents, BAN-PT raised several strategic issues, including the importance of consistency between regulations and LAM governance practices. Arief T. Suryowidjojo emphasized that BAN-PT is considering updating governance policies to improve accountability and oversight effectiveness.<\/p>\n\n\n\n

    LAMSAMA also presented developments in accreditation implementation, including the policy on the validity period of \u201cExcellent\u201d accreditation for one to two years, which is favored by many study programs as it provides space for quality development.<\/p>\n\n\n\n

    The discussion also covered the dynamics of student interest in natural and formal sciences programs, which has declined in several regions outside Java.<\/p>\n\n\n\n

    LAMSAMA explained that it has conducted surveys across universities and strengthened guidance through the MIPANET network and professional associations.<\/p>\n\n\n\n

    BAN-PT also highlighted the impact of the \u201cKurikulum Merdeka\u201d at the school level on students\u2019 choices of study programs in higher education.<\/p>\n\n\n\n

    In the final session, BAN-PT requested more detailed information regarding LAMSAMA\u2019s organizational structure, including the function of the supervisory board, the roles of the governing and executive bodies, and the institution\u2019s long-term strategic direction. This information is necessary to ensure that the governance of the accreditation institution aligns with policies currently being considered by BAN-PT.<\/p>\n\n\n\n

    Prof. Dr.-Ing. Drs. Ir. Mitra Djamal, IPU., ASEAN Eng., Director of the LAMSAMA Executive Board, expressed appreciation for the constructive evaluation process.<\/p>\n\n\n\n

    \u201cWe welcome the input from BAN-PT, as evaluations like this help us strengthen governance and improve the quality of accreditation services. LAMSAMA is committed to continuously supporting the improvement of higher education quality in Indonesia, particularly in the fields of natural and formal sciences,\u201d he said.<\/p>\n\n\n\n

    The Monitoring and Evaluation activity was conducted in an open and dialogic atmosphere. Through this visitation, BAN-PT and LAMSAMA hope to strengthen collaboration in ensuring the quality of study program accreditation and maintaining the sustainability of higher education quality development in Indonesia.<\/p>\n\n\n\n
